Question

Is a Federal Pacific Panel Dangerous?

From Solana Electrical, AZ ROC #341966

The short answer

A Federal Pacific Stab-Lok panel is a real concern. CPSC testing confirmed that many of its breakers failed UL tests for tripping during an overload, and the CPSC never ruled them safe. A breaker that does not trip cannot protect your wiring. Most electricians recommend replacing these panels.

What is known

In 1980, the company that owned Federal Pacific Electric reported that many Stab-Lok breakers did not fully meet UL requirements. The CPSC tested them and confirmed they failed certain calibration tests. In 1983 it closed its investigation for lack of data showing serious risk. In 2011 it clarified that it had never decided whether the breakers are safe.

What it means for you

A breaker should trip when a circuit is overloaded. If it does not, the wire can overheat. Many FPE panels work for years without a problem, which is why people are often surprised. The risk is that you cannot tell from the outside which breakers would fail.

What to do

  • Open the outer door only and look for Federal Pacific, FPE or Stab-Lok on the label.
  • Notice any heat, buzzing, burning smell or scorch marks.
  • Do not remove the inner cover or swap breakers yourself.
  • Have a licensed electrician look at it and talk through replacement.

Common questions

Was the Federal Pacific panel recalled?

No. There was no recall. The CPSC closed its investigation in 1983 without ruling on safety.

Can I keep using it for now?

If there is no heat, smell, buzzing or damage, normal use while you plan is usually fine. Any of those signs means call an electrician now.

Can I just replace the breakers?

Most electricians recommend replacing the whole panel rather than individual breakers.
