It can mean a loose connection, a breaker that is overloaded or failing, or arcing inside the panel, all of which make heat. If the buzzing comes with heat, a burning smell or scorch marks, call an electrician right away.
Listen for which breaker the sound seems to come from. If you can reach the panel safely and there is no heat or smell, you may turn off that one breaker and see if the sound stops. Do not remove the inner cover, tighten anything or touch wires. Keep the area around the panel clear.

Breakers are normally quiet. A faint hum may be minor, but any buzz you can hear across the room, or one that is new, is worth having checked.

Only if you can reach it safely and there is no smoke. If you see smoke or fire, leave and call 911.
