In most cases, existing circuits in an older home do not have to be brought up to today’s AFCI rules just because the code changed. That can change when you add, extend or replace wiring, since new work generally has to meet the code your city has adopted. Adding AFCIs anyway can still be worth it.
Electrical codes are mostly written for new work. A home in Sun City built decades ago was wired to the rules of its day, and you are generally not required to go back and add AFCI protection to circuits that have not been touched. Your city or county building department has the final word, because each one adopts its own code edition.
The picture changes when an electrician works on a circuit. Depending on the code your city has adopted, these jobs can call for AFCI protection on the circuits involved.
Even when nothing requires it, AFCIs add a layer of fire protection that older wiring never had. It is worth talking about if your home has aging wiring, cords that run behind heavy furniture, a history of warm outlets or flickering lights, or someone at home who would have trouble getting out quickly in a fire.
A panel upgrade is a natural time to add them, since the breakers are being replaced anyway. We can also start with the bedrooms and living areas and add more later.
Older wiring sometimes has hidden faults, such as a loose connection or a shared neutral, that make a new AFCI trip. That is not a defect in the breaker. It usually points to something that needs repair, and our electricians can track it down. Our AFCI guide explains how these breakers work.

A home inspection for a sale usually notes missing AFCIs as an upgrade, not a failure. Permitted new work is a different matter.
Often, yes, if your panel accepts AFCI breakers. Some older panels do not, and then an AFCI outlet or a panel upgrade may be the option.
No. AFCIs guard against fire from arcing. GFCIs guard against shock near water. Some devices do both.
